Consumer prices up by 2.3% annually, at the monthly level on average the same
Consumer prices rose by 2.3% at the annual level, and remained on average unchanged at the monthly level. In one year, service prices went up by 2.7% and goods prices by 2.1%.

In November, consumer prices increased by 2.3% at the annual level. In the same month last year, inflation stood at 1.7%.
In one year, service prices went up on average by 2.7% and goods prices by 2.1%. Non-durable goods prices went up by 3.2%, semi-durable goods prices remained on average the same and durable goods prices went down by 0.1%.
Higher prices of food and non-alcoholic beverages (by 5.0%) contributed 0.9 of a percentage point (p.p.) to the annual inflation rate. These were followed by 4.0% higher prices in the group housing, water, electricity, gas and other fuels, which contributed 0.5 p.p.
Additional 0.3 p.p. each was added by 5.1% higher prices of products and services in the group health and by 4.1% higher prices in restaurants and hotels.

In November, consumer prices stayed on average the same as the month before.
Among the price increases, higher prices of electricity, gas and other fuels (in this group electricity prices went up the most, by 10.7%) contributed 0.4 p.p. Another 0.1 p.p. was added by 1.9% higher prices of clothing.
As regards price decreases, lower prices of food (by 0.9%) contributed 0.2 p.p. The decrease in the monthly growth rate was also due to cheaper transport services (by 6.1%), accommodation services (by 5.7%) and package holidays (by 2.7%). Each of these contributed 0.1 p.p.
Harmonised indices of consumer prices
Measured with the harmonised index of consumer prices, this November the annual growth of consumer prices was 2.4% (a year ago 1.6%). The monthly price growth stood at 0.0%.
In one year, service prices went up on average by 3.5% and goods prices by 1.8%. Non-durable goods prices went up by 2.9%, while durable and semi-durable goods prices went down by 0.5% and 0.2%, respectively.
Annual inflation rates in October 2025 for all EU-27 Member States are available here. Measured with the harmonised index of consumer prices, in October the annual inflation rate in the EMU countries was 2.1% (the month before 2.2%). In the EU-27 Member States it was 2.5% (the month before 2.6%). The lowest annual inflation rate was recorded in Cyprus (0.2%) and the highest in Romania (8.4%); in Slovenia it stood at 3.1%.
