Residential housing price indices, 1st quarter 2025
Around a fifth more existing dwellings sold than the 2024 average
In the 1st quarter, dwelling prices were on average 2.0% lower than in the previous quarter and 3.2% higher than a year ago. In the SiStat Database, we are publishing revised data for 2024, as we subsequently received data from GURS on a larger number of sales of newly built dwellings.
At the quarterly level, the prices of existing dwellings decreased, following several quarterly increases
Compared to the previous quarter, the prices of existing dwellings (existing flats and family houses together) decreased by 0.6%. The prices of existing flats were higher by 1.1%, while the prices of existing family houses were lower by 3.0%.
The prices of existing flats increased the most in the rest of Slovenia (by 1.0%), followed by Maribor (by 0.8%). The prices in Ljubljana on average decreased by 0.3%.
The prices of newly built dwellings also decreased
Compared to the previous quarter, the prices of newly built dwellings (new flats and family houses together) decreased by 8.8%. The prices of newly built flats went down by 10.5% and the prices of newly built family houses up by 2.3%.
At the annual level, the prices of existing dwellings increased more
Compared to last year’s first quarter, dwelling prices grew by 3.2%. The prices of existing flats increased the most (by 5.1%), followed by the prices of existing family houses (by 4.6%) and newly built family houses (by 0.6%). The prices of newly built flats went down by 6.1%.
How many dwellings were sold and at what value?
The total value of housing transactions for all types of dwellings sold in the 1st quarter of 2025 in Slovenia was EUR 421.4 million. This is about a tenth more than in the previous quarter (EUR 381.5 million), and in the same quarter last year (EUR 390.7 million).
The total number of residential property transactions was 2,536, about a tenth higher than in the previous quarter.
The total number of transactions of existing dwellings (2,455) was 13% higher than in the previous quarter. The value of transactions with existing dwellings was EUR 396.6 million.
Revised data on residential real estate published for 2024
The Surveying and Mapping Authority of the Republic of Slovenia (GURS) subsequently shared data on a larger number of sales of new residential real estate for 2024. Therefore, we revised the house price indices, owner occupied housing price indices and house sales data. Revised detailed data are published in the SiStat Database.
In 2024, dwelling prices increased by 7.6% over the previous year (before the revision by 8.5%). The prices of newly built dwellings (new flats and family houses together) were on average higher by 3.6% (before the revision by 9.5%). The prices of newly built flats went up by 3.9% (before the revision by 10.2%) and the prices of newly built family houses by 1.0% (before the revision by 2.0%).
The total value of housing transactions for all newly built dwellings sold in 2024 was EUR 220.9 million (before the revision EUR 125.1 million). In total, 764 newly built dwellings were sold (before the revision 413).

METHODOLOGICAL NOTE
Data for 1st quarter of 2025 are provisional. Final data for 2025 are expected to be published in June 2026.
In the 1st quarter of 2025, some methodological changes were made. As in the previous years, weights were changed. They are based on the annual value of transactions of individual types of dwellings from the previous year, recalculated to nominal value. We also incorporated the updated values of the residential property valuation models into regression models.
