Experimental statistics: Work and education in the time of COVID-19, Slovenia, December 2020–February 2021
In February 2021, fewer employed persons were working from home than in December 2020
In the past year, the labour market was significantly influenced by the measures to curb the COVID-19 epidemic. In early December 2020, 17% of employed persons were working from home all days in the week, while at the end of February 2021, when some measures were eased, the share was 9%.
In December 2020, 17% of employed persons were working from home, in February 2021 9%
The appearance of COVID-19 brought about the forms of work and absence that were not so frequent in recent years, e.g. work from home, layoff. Recently, the labour market was largely dependent on measures to curb the epidemic. At the beginning of December 2020, 58% of employed persons were working on location of the employer. By the end of February 2021, their share grew to 72%. The increase was probably a consequence of the reopening of some activities, where employed persons were working from home previously (e.g. teachers).
On the other hand, in this period the share of employed persons who used to work all days in the week from home went down by 8.4 percentage points, and the share of those who were absent from work (due to annual leave, illness, childcare, layoff, etc.) by 8.6 percentage points. Their share was 18% at the beginning of December 2020. It was the highest during the New Year holidays, when almost a quarter of employed persons were absent. After the holidays and with the reopening of kindergartens, schools and some other activities, the share of absent persons declined to 9% at the end of February 2021.
Lower share of employed persons working from home at least one day in the week
At the beginning of December 2020, among employees who were not absent from work 30% of employed persons were working at least one day in the week from home. The share was gradually decreasing and at the end of February 2021, it was 21%. What all could have contributed to the decline? In addition to the easing of some measures, release of public transport and reopening of kindergartens and schools, the lower share of employed persons working at least one day in the week from home might be the result of the reopening of some activities where work from home is not possible.
The burden of distance learning has been gradually declining since the end of January 2021 for most of households
Distance learning has brought many challenges to households with primary school children. As many as 60% of households whose primary school children participated in distance learning between December 2020 and mid-January 2021, thought that helping children in distance learning was a significant or a very large burden for the household. Towards the end of January 2021, when kindergartens reopened in more than a half of statistical regions and in-person schooling was reintroduced for the first three grades of primary schools, the share of such households slightly decreased to 52%.
