General government generated a deficit

The deficit of the general government amounted to EUR 512 million or 2.9% of GDP, and consolidated general government gross debt to EUR 47,494 million or 69.4% of GDP.

Total expenditure grew more than total revenue

In the second quarter of 2025, general government generated a deficit of EUR 512 million or 2.9% of GDP. In the second quarter last year, the deficit amounted to EUR 395 million. The growth of total expenditure was 1.2 percentage points higher than the growth of total revenue.

In the first half of this year the general government deficit amounted to EUR 1,060 million. In the same period last year it was EUR 499 million.

Revenue growth affected the most by social contributions

Total general government revenue grew for the eighteenth consecutive quarter. It amounted to EUR 7,984 million. Compared to the same quarter of 2024, it increased by EUR 362 million or 4.8%.

Compared to the first half of last year, in the first six months of this year total general government revenue grew by EUR 703 million or 4.8%.  

In nominal terms, total revenue was increased the most by social contributions. Compared to the second quarter of 2024, social contributions went up by EUR 197 million or 6.9%. Tax revenue increased by EUR 124 million or 3.4%. Of this, revenue from taxes on production and imports increased by EUR 84 million or 3.9%.

On the other hand, revenue from interest fell by EUR 28 million or 26.7%.

Total expenditure pushed up by compensation of employees

Total general government expenditure amounted to EUR 8,496 million, which was EUR 479 million or 6.0% more than in the same quarter of 2024. In the first half of this year, total general government expenditure increased by EUR 1,264 million or 8.3% over the first half of last year.

In nominal terms, compensation of employees increased the most. It was EUR 250 million or 13.2% higher than in the same quarter of 2024. Social transfers in cash and in kind were higher by EUR 184 million or 5.6%.

Gross fixed capital formation went up by EUR 74 million or 9.0% and interest expenditure down by EUR 74 million or 24.9%.

Consolidated general government gross debt higher

At the end of the second quarter of 2025, consolidated general government gross debt amounted to EUR 47,494 million or 69.4% of GDP. Compared to the end of the previous quarter, it increased by EUR 404 million. Debt in short-term loans increased the most.

General government debt at the central level was estimated at EUR 46,527 million or 68.0% of GDP, and at the local level at EUR 1,183 million or 1.7% of GDP.

Social security funds did not record any debt at the end of the observed quarter.
