The largest share of government expenditure for social protection and health

General government expenditure in Slovenia in 2022 amounted to 47.2% of GDP. More than half was spent for social protection (17.6% of GDP) and health (7.6% of GDP).

Government expenditure highest for social protection: 17.6% of GDP
Compared to the year before, expenditure went up by 8.7% in nominal terms to EUR 10,032 million. As a percentage of GDP, the structure of expenditure stayed similar to the previous year.
Of total government expenditure for social protection, over a half was spent for old age (which relates mainly to old age pensions); this expenditure increased by 8.7% to EUR 5,870 million. Expenditure for sickness and disability increased by 12.0% to EUR 1,510 million, the main reason being higher expenditure on personal assistance (EUR 52 million). Expenditure for family and children went up by 11.1% to EUR 1,121 million. Due to lower unemployment, expenditure for unemployment decreased by 12.8% to EUR 204 million.

7.6% of GDP spent for health

For health, EUR 4,344 million was spent. Compared to the previous year, expenditure remained nominally at a similar level; expenditure for hospital services and for public health services even decreased (by EUR 20 and 61 million, respectively), due to the end of the epidemic.

Expenditure on economic affairs down from 6.8% to 5.9% of GDP
Expenditure decreased by EUR 185 million from 2021 to 2022 due to the expiry of the measures undertaken in response to the epidemic. The expenditure measures shown in this function were subsidies paid for general economic affairs and to support the labour market; they were reduced from EUR 738 million to EUR 190 million. On the other hand, expenditure for gross capital formation increased by EUR 494 million over the year before, mostly on transport.

16.0% of GDP spent for other functions
For education, 5.6% of GDP was spent. Expenditure went up nominally by 6.0% to EUR 3,218 million.
4.7% of GDP was spent for general public services. The main category of general public services refers to public debt transaction (interest payment); compared to 2021, expenditure decreased by 3.0% to EUR 652 million.
For public order and safety, 1.6% of GDP was spent, for recreation, culture and religion 1.5% of GDP and for defence 1.2% of GDP. In addition, 0.9% of GDP was spent for environmental protection, and 0.5% of GDP for housing and communities amenities.

METHODOLOGICAL NOTE
Compared to previous releases of data on government expenditure by function, with this release we show for the function environment protection for the 2019–2022 period expenditure of the electricity feed-in support scheme for RES (renewable energy source) and CHP (high-efficiency cogeneration) power plants.
