Public expenditure on formal education 10.7% higher, its share in GDP the same as in the previous year
In total (public, private and international expenditure), EUR 2,975 million (5.7% of GDP) was spent on educational institutions in 2021. In nominal terms, expenditure was 10.3% higher than in 2020, and calculated per education participant by 8.8%.
One tenth more public funds spent on formal education in 2021
Public expenditure on formal education in 2021 amounted to EUR 2,805 million or 5.4% of GDP. The volume was still affected by the intervention measures adopted in response to the COVID-19 epidemic.
Compared to 2020, expenditure increased by 10.7% in nominal terms. The volume of public funds increased the most for upper-secondary and basic education (by 13.4% and by 12.5%, respectively).

79% of total public expenditure was expenditure of the central government and 21% was local government expenditure (municipalities). In 2021, municipalities contributed 84.6% of all public funds for pre-primary and 15.7% of all public funds for basic education.
93% of public funds for formal education went directly to educational institutions. Compared to 2020, the volume of these funds increased nominally by 10.6%. The largest increase (by 12.8%) was in the volume of these funds for basic education institutions due, among other things, to the 29% higher expenditure of municipalities.
EUR 199 million was spent on transfers to households and other private entities, the majority of these funds (84.6%) for upper-secondary and tertiary education. Compared to 2020 (mainly due to higher subsidies for pupils’ transport), these transfers for upper-secondary education increased by 25.6% and represented 18.7% of all public funds for this level of education. The volume of transfers to the private sector for tertiary education increased by 3.4% during this period.

EUR 2,975 million (5.7% of GDP) was spent on educational institutions in 2021, of which 96% for public and 4% for private educational institutions. 87.6% of all funds for educational institutions were public expenditure, 11.4% private expenditure and 1% expenditure or funds from international sources.
The total volume of private expenditure for educational institutions was higher by 10.7% in nominal terms compared to 2020. It increased in all levels of education, with the exception of higher education, the most in higher vocational and pre-primary education. In the mentioned levels of education, the share of private expenditure in total expenditure for educational institutions was also the highest (35.3% and 21.6%).
Compared to 2020, the volume of funds for educational institutions from international sources decreased at all levels of education, by 15.8% in total in nominal terms. More than three quarters of these funds went to tertiary education institutions.
Total expenditure on educational institutions increased by 10.3% in nominal terms compared to 2020. The same is true of expenditure by participant in formal education, which increased by 8.8% in nominal terms (from EUR 6,426 to EUR 6,990). Expenditure per participant increased in all levels of education, except higher, where it decreased by 2%.

The structure of expenditure for educational institutions by education level is similar to previous years. Compared to 2020, the share of expenditure for basic education institutions slightly increased (by 0.9 of a percentage point), while the share of funds for tertiary education institutions slightly decreased (by 0.7 of a percentage point).

Educational institutions spent EUR 2.98 billion on current and capital expenditure in 2021
Current expenditure in public and private educational institutions in 2021 amounted to EUR 2,756 million or 92.5% of total expenditure. The majority of current expenditure (81.3%) was earmarked for salaries and other employee benefits. Compared to the previous year, expenditure for salaries and other employee benefits increased by 12.3% in nominal terms, and expenditure on goods and services by 8.2%.
Investment expenditure amounted to EUR 223 million or 7.5% of total expenditure and increased by 9.2% over the previous year. The largest part of funds for investments (41%) was spent on basic education institutions.

Total expenditure on formal education – i.e. public, private and international expenditure directly on educational institutions and household expenditure paid outside educational institutions (together with subsidies for this expenditure from the budget) – amounted to EUR 3,201 million in 2021 (6.1% of GDP). EUR 225 million (7%) was the estimated expenditure of households paid outside educational institutions (estimated on the basis of the 2018 Household Budget Survey and the volume of public subsidies to households in 2021 compared to 2020).
