General government deficit

General government generated a deficit of EUR 339 million (2.5% of GDP) in the third quarter of 2021. Consolidated general government gross debt amounted to EUR 40,134 million or 79.6% of GDP.

In the third quarter of 2021, general government generated a deficit of EUR 339 million (2.5% of GDP). The growth of total expenditure was 0.6 of a percentage point higher than the growth of total revenue.

Tax revenue up by 9.8%

Total general government revenue in the third quarter of 2021 amounted to EUR 5,695 million. Compared to the third quarter of 2020, it increased by EUR 417 million or 7.9%. Revenue from social contributions was by EUR 106 million or 5.3% higher than in the third quarter of 2020.

Tax revenue increased the most; it was higher by EUR 250 million or 9.8%. Of this, the revenue from taxes on production and imports increased the most, by EUR 135 million or 8.1%.

Total expenditure increased by gross fixed capital formation


In the third quarter of 2021, the total general government expenditure amounted to EUR 6,033 million, which was EUR 470 million or 8.5% more than in the third quarter of 2020.

On the expenditure side, this quarter was marked the most by a strong increase in expenditure for gross fixed capital formation. It went up by EUR 190 million or 40.5%. Expenditure for compensation of employees increased by EUR 96 million or 6.5%. Expenditure for subsidies decreased by EUR 15 million or 9.9%.

Interest expenditures kept decreasing and were by EUR 21 million or 11.4% lower than in the third quarter of 2020.

Consolidated general government gross debt at the end of the third quarter of 2021 at 79.6% of GDP

At the end of the third quarter of 2021, consolidated general government gross debt amounted to EUR 40,134 million or 79.6% of GDP. Compared to the end of the second quarter of 2021, it increased by EUR 671 million. Debt in long-term securities increased the most.

General government debt at the central level was estimated at EUR 39,466 million or 78.3% of GDP and at the local level at EUR 867 million or 1.7% of GDP. Social security funds did not record any debt at the end of the third quarter of 2021.
