General government expenditure by function
This issue presents data on general government expenditure by function for the 2000-2007 period. Data on expenditure are presented by type of expenditure defined by ESA 1995 (European System of Accounts 1995) and by function defined by COFOG (Classification of the Functions of Government).

Most of the government expenditure (15.5% of GDP) intended for social protection
In 2007, 15.5% of GDP was spent for social protection. Social protection includes expenditure on different risks and needs such as sickness, disability, old age, children, unemployment and other social exclusion (mainly expenditure for pensions and for other social benefits).

6.2% of GDP spent for general public services
For general public services 6.2% of GDP was spent in 2007. This function includes expenditure for executive and legislative organs, for financial and fiscal affairs, for external affairs, for basic research, for general services and for public debt transactions, but does not include expenditure for other functions (e.g. administration costs for education are included in education).

5.9% of GDP spent for health
For health 6.2% of GDP was spent in 2007. This function includes expenditure for general, specialized and hospital medical services, for medicines and other medical products, appliances and equipment, for applied research for health and other activities on health.

5.8% of GDP spent for education
For education 5.8% of GDP was spent in 2007. This function includes part of expenditure for pre-school education, expenditure for formal education, for education not definable by level, for subsidiary services to education and for other activities on education.

9.0% of GDP spent for other functions
For economic affairs 4.0% of GDP was spent, for public order and safety (police services, fire-protection services, law courts, prisons) 1.6% of GDP was spent and for defence (military defence, civil defence) 1.3% of GDP was spent. For other functions – recreation, culture and religion, environmental protection, housing and communities amenities – 2.0% of GDP was spent.
