Health expenditures and sources of funding, Slovenia, 2003–2006

In 2005 EUR 2,432 million was spent on health care in Slovenia, while in 2006 the amount was EUR 2,572 million or 5,7 % more.
Total nominal health expenditures in 2003–2006 grew at the average annual rate of 5.7%, which was lower than the GDP growth The average annual growth of the nominal value of total expenditure in 2003–2006 (5.7%) was lower than the GDP growth in this period (7.3%). The lag of the nominal growth of health expenditure behind the GDP growth resulted in a lower share of total health expenditure in GDP (from 8.7% in 2003 to 8.3% in 2006). The share of current expenditure – i.e. total health expenditure excluding capital formation – in the GDP decreased from 8.1% in 2003 to 7.8% in 2006. More than a quarter of health expenditure funded from private sources In the 2003-2006 periode the average annual growth of current expenditure on health from social security funds was lower than health expenditure from private sources (5.9% vs. 6.4%). Nevertheless, social security funds are the main source of funding health care; in 2006 they represented 72% of funds for health care. Social security funds were followed by health insurance institutions (14%) and direct payments by households (12%). In 2006 the share of private health expenditure in current expenditure on health was 0.3 of a percentage point higher than in 2003. Most funds used for services of curative care and for medical goods
More than three quarters of current expenditures on health (in 2006 73.1%) were used for funding curative care and for medical goods. In terms of the share in current health expenditures, services of long-term nursing care were next with 8.5% in 2006. In 2006 these expenditures (in 2006 EUR 205.9 million), which together with long-term care – social care (in 2006 EUR 127.8 million) represent total long-term nursing care expenditure, amounted to 1.1% of GDP. Expenditure for hospital care twice as high as for ambulatory health care
In 2006 services in hospitals (including specialist out-patient examinations) and in nursing and residential care facilities represented 44.2 % of total current expenditure on health, while expenditure for providers of out-patient ambulatory health care represented 24,9 %. 1.
