Labour migrations, Slovenia, 2007 – provisional data
Thursday, September 18, 2008, First Release
At the end of 2007, 392,311 labour migrants between municipalities were registered in Slovenia, 56% of them men. Compared to the previous year the number of labour migrants between municipalities increased by 7.8%.
The number of labour migrants between municipalities is rising Due to rapid industrialisation and better traffic connections, the number of labour migrants between municipalities increased both between neighbouring as well as more distant municipalities. In 2007, 392,311 labour migrants between municipalities were registered in our country, which represents nearly half of all persons in paid employment and self-employed persons. The sex ratio of labour migrants has remained almost the same. At the end of 2007, 221,254 (56.4%) men and 171,057 (43.6%) women had their workplace outside of their municipality of residence. Fewer jobs within municipalities of residence The share of persons in paid employment and self-employed persons whose workplace is in the municipality of their residence is getting smaller. At the end of 2007, 432,979 people worked and lived in the same municipality, which was 52.1% of all employed persons. Compared to 2006, the share went down by 2.1 percentage points, which means that ever more employed persons commute to work outside the municipality of their residence. In 2007 the highest shares of persons in paid employment and self-employed persons whose workplace was in the municipality of their residence were registered in Ljubljana (86.6%), Maribor (78.1%) and Novo mesto (77.1%). For example, out of 115,740 persons in paid employment and self-employed persons in municipality Ljubljana 15,548 commuted to work outside the capital city while 100,192 did not. The number of very labour-oriented municipalities on the rise The labour migration index is the ratio between the number of persons in paid employment and self-employed persons by place of work and the number of persons in paid employment and self-employed persons by place of residence. The index shows surplus or deficit of workplaces in a municipality. If the number of jobs in a municipality is at least 16% greater than the number of people living in it, such a municipality is very labour-oriented. At the end of 2006 there were 13 such municipalities in Slovenia and in 2007 18: Trzin, Murska Sobota, Šempeter – Vrtojba, Nazarje, Ljubljana, Zreče, Maribor, Celje, Lenart, Kidričevo, Novo mesto, Ptuj, Gornja Radgona, Slovenj Gradec, Velenje, Hodoš, Naklo and Nova Gorica. The municipality that particularly stands out is Trzin, which is very attractive for employment. According to collected statistical data, Trzin has almost four times more workplaces than persons in paid employment and self-employed persons living in it. Most of the urban municipalities are very labour-oriented At the end of 2007 most of the urban municipalities were very labour-oriented, except Koper and Kranj, which were moderately labour-oriented. Compared to 2006, in 2007 the number of employed persons and the number of workplaces decreased in three urban municipalities: Murska Sobota, Novo mesto and Nova Gorica. New municipalities are predominantly residential There was a break in time series for labour migration in 2007 because we started to show data for 17 new municipalities. In all newly established municipalities together only 18,389 people were employed, while the number of workplaces was 50% lower. According to the labour migration index all of new municipalities were classify in to one of category of residential municipalities.

Methodological note The survey on labour migration is mostly based on data from the Statistical Register of Employment. Some data are taken over from the Central Population Register and some from the Business Register of Slovenia. For showing data on labour migrations it is important that in case business entities have subsidiaries located elsewhere, they too have to be registered in the Business Register. Employers must register their employees with valid 10-digit Business Register ID number of business entities or subsidiaries in which employees actually work. Otherwise unreal statistical data are shown. Persons in paid employment and self-employed persons with unknown municipality of residence are not taken into account as labour migrants. Data on labour migration do not show how often migration takes place (daily, weekly or less frequently) but only that people commute to work outside the municipality of their residence.
