In 2007 there were 1,489 children with special needs in centres, institutions and youth homes, of whom 1,380 in residential full-time care and 109 in daily care.
422 children and youth with moderate, severe and profound mental disturbances resided in centres for training, work and protection while 109 only attended daily care activities in these institutions.
422 children and youth who due to the serious mental disturbances need a special program for training and education were residing full-time in five centres, which operate on several locations. 109 children and youth were attending the daily care program. 433 professional staff were taking care of children and youth in institutional full-time care and in daily care, of whom 208 guardians and nurses, 118 special pedagogues and 72 medical staff. 555 children with physical impairments and with mild or moderate mental disabilities were in the institutional care
Children with special needs who are not in the position to be educated in the place of permanent residence are incorporated in institutional care. These are blind and weak-sighted children, deaf and partially deaf, children with motive impediments and slightly or moderately mentally handicapped children. 403 persons in institutions for emotionally and behaviourally handicapped children and youth
In 2007, 403 children and youth lived in reformatory, re-education and youth homes. These institutions are intended for children and youth, aged 8 to 18, who have growing-up problems, problems with adaptation to society and those who haven’t suitable conditions for living at home. In the last few years the organisation of educational work has been changing in the sense that more and more organizations are setting up housing groups in which youth temporarily make their living arrangements, get help at education and support, tutorage and advice from educators. In 2007, 19 housing groups provided lodging to 159 children and youth. The majority of youth living in housing groups are educated in regular elementary and upper secondary schools in the near surroundings or in schools in the framework of the institution. In 2007, 151 children were attending elementary schools and 232 upper secondary schools.
