Statistical definition of population, published in 2008

 

For data from 2008 on the statistical definition of population is harmonized with the definition of population and migrants in the Regulation on Community Statistics on Migration and International Protection.

As of 2008 the same criteria are applied for citizens of the Republic of Slovenia and for foreigners in preparing statistics on the number of population.

 

The basis of the concept is the so-called usual residence, which in the case of Slovenia includes permanent or temporary residence.

The key criterion for determining usual residence is taking into account the one-year residence period: population are people who have lived in Slovenia for a year or more and people who intend to live in Slovenia for a year or more.

 

Population are:

1.      persons who have lived in Slovenia for a year or more;

2.      persons who intend to live in Slovenia for a year or more;

(The length of intended stay is deduced from the type of registered residence, specifically:

§      for persons with registered permanent residence it is deduced that they intend to live at the address of registered permanent residence for at least a year (i.e. a year or more);

§      for persons with registered temporary residence the length of intended stay is deduced from the length of validity of their registered temporary residence);

3.      persons who are temporarily absent or intend to be absent from Slovenia on the day of observation, but only if the length of their actual or intended absence is less than a year.

 

 

Citizens of the Republic of Slovenia and foreigners are counted as population of Slovenia by the following criteria:

§      if they have registered only permanent residence in the Republic of Slovenia, at the address of permanent residence;

§      if they have registered permanent and temporary residence in the Republic of Slovenia, with the total length of validity of registered temporary residence:

-       one year or more, at the address of temporary residence;

-       less than a year, at the address of permanent residence;

§      if they have registered only temporary residence in the Republic of Slovenia, with the total length of validity of registered temporary residence:

-       one year or more, at the address of temporary or last temporary residence;

-       less than a year, the person is not counted as population of Slovenia;

§      if they have registered permanent or/and temporary residence  in the Republic of Slovenia and are absent from Slovenia for less than a year, at the address of usual residence from which they moved abroad.

 

Population of Slovenia consists of persons with registered permanent and/or temporary residence in Slovenia who live or intend to live in Slovenia for one year or more and are not temporarily absent from Slovenia for a year or more.

 

Citizens of the Republic of Slovenia are persons with Slovenian citizenship and registered permanent and/or temporary residence in Slovenia.

 

Citizens of the Republic of Slovenia, residents of Slovenia, are persons with Slovenian citizenship, counted as population of Slovenia.

 

Citizens of the Republic of Slovenia, not residents of Slovenia, are persons with Slovenian citizenship and registered permanent and/or temporary residence in Slovenia who are not counted as population of Slovenia due to the length or intended length of their stay.

 

Foreigners with registered residence in the Republic of Slovenia are persons with foreign citizenship who have registered permanent and/or temporary residence in Slovenia.

 

Foreigners, residents of Slovenia, are persons with foreign citizenship, counted as population of Slovenia.

 

Foreigners, not residents of Slovenia, are persons with foreign citizenship and registered permanent and/or temporary residence in Slovenia who are not counted as population of Slovenia due to the length or intended length of their stay.

 

 

Statistical definition of population, published in 1996

 

According to the statistical definition, according to which the Statistical Office of the Republic of Slovenia publiched data on population of Slovenia between 1 January 1995 and the end of 2007, population of Slovenia consists of:

·         citizens of the Republic of Slovenia with permanent residence in Slovenia, excluding those who have been abroad for more than three months and gave notice of their departure at the administrative unit of their permanent residence,

·         foreigners with issued permission for permanent residing in the Republic of Slovenia, who have a registered permanent residence,

·         foreigners with issued permission for temporary residing in the Republic of Slovenia, who have a registered temporary residence,

·         foreigners with a valid work permit or a business visa, who have a registered temporary residence in Slovenia,

·         persons according to the Asylum Act to whom the asylum and refugee status were granted in the Republic of Slovenia (refugees).

Citizens of the Republic of Slovenia are persons with Slovenian citizenship and permanent residence in Slovenia.

Citizens of the Republic of Slovenia temporarily residing abroad are citizens of the Republic of Slovenia with permanent residence in Slovenia who have been abroad for more than three months and gave notice of their departure in the administrative unit of their permanent residence.

Citizens of the Republic of Slovenia, excluding citizens temporarily residing abroad, are citizens of the Republic of Slovenia with permanent residence in Slovenia, excluding persons who have been abroad for more than three months and gave notice of their departure in the administrative unit of their permanent residence.

 

Foreigners are:

·         persons with foreign citizenship and permission for permanent or temporary residing in the Republic of Slovenia, who have a registered residence in Slovenia,

·         persons with foreign citizenship and valid work permit or business visa, who have a registered temporary residence in Slovenia,

·         persons without established citizenship or without citizenship, who have a registered permanent or temporary residence in Slovenia,

·         persons according to the Asylum Act to whom the asylum and refugee status were granted in the Republic of Slovenia (refugees).

 

 

Definitions

 

Residence is a settlement in which a person has his/her registered permanent or temporary residence.

 

Permanent residence is a settlement in which a person settled or registered with the intention of living there permanently.

 

Temporary residence is a settlement in which a person temporarily lives or is temporarily registered and is, as a rule, outside the settlement of permanent residence.

 

Age is the period of time a person has lived from his/her birth to the moment of observation (30 June 2006). It is expressed in completed years of age. In tables of this issue of Rapid Reports age is shown single-year age groups, by five-year age groups or by selected age groups.

 

Mean age is a weighted arithmetic mean of the age of a given group of population. By calculating mean age in this issue of Rapid Reports the means of five-year age groups were taken into account as weights for data by municipalities, and the means of one-year age groups for data by statistical regions.

 

Ageing index is the ratio between the old population (aged 65 years or more) and the young population (aged 0-14 years), multiplied by 100.

 

Selected age groups means classification of population by age into optional single-year, five-year or major age groups.

The data by administrative units are published in accordance with the Decree on Territorial Extent of Administrative Units in the Republic of Slovenia (OJ RS, No. 75/94, 8/96, 39/03), issued on the basis of Paragraph 2 of Article 43 of the Public Administration Act (OJ RS, No. 52/02 and 110/02).

 

The data by municipalities are published in accordance with the territorial division of municipalities by the Act Amending the Act on the Establishment of Municipalities and Determination of their Territorial Boundaries (OJ RS, No. 108/06).

 

The data by statistical regions are published in accordance with the Decree on the Standard Classification of Territorial Units (OJ RS, No. 9/07), issued on the basis of  Article 31 of the National Statistics Act (OJ RS, No. 45/95 and 9/01).
