In 2017, higher excise duties contributed 0.2 p.p. to inflation

In the second half of 2017 excise duties on tobacco changed.  In 2017, higher excise duties contributed 0.2 of a percentage point to the annual inflation.

Comparison of HICP and HICP-CT data in 2017

In 2017, only a few changes in excise duties and taxes occurred. The change was detected at tobacco only, where excise duties increased twice (in February and July).

In the second half of the year, the excise duty increased in July 2017 and had an impact on monthly inflation. Due to higher excise duties on tobacco and cigarettes, inflation in July 2017 was higher by 0.1 p.p. than it would have been if excise duties had not changed. In the group alcoholic beverages and tobacco, the difference between the harmonized index of consumer prices at constant tax rates (HICP-CT) and the harmonized index of consumer prices (HICP) was higher, i.e. 1.3 p.p. Due to higher excise duties, prices within this group were 1.3% higher than they would have been with unchanged excise duties.
 
At the annual level, the difference between the harmonized index of consumer prices at constant tax rates (HICP-CT) and the harmonized index of consumer prices (HICP) was visible in the group alcoholic beverages and tobacco (the indices differed by 3.1 p.p.). With unchanged excise duties, prices within this group would have increased by 0.1%, whereas with higher excise duties they increased by 3.2%.

Annual HICP-CT was 101.7 and HICP was 101.9; higher excise duties in 2017 affected the annual inflation by +0.2 p.p.
